The problem with not broadcasting to the world that Khadaffi is a target, and stating otherwise to avoid him moving so as to catch him off guard and whallop him in the night is (a) he already figured it out and moved via a bunch of underground tunnels likely so it didn't matter what you broadcasted and (b) allied commanders are leaking it anyway and thus (c) it just makes everyone look either confused, not clued in or fabricating.
Is he or is he not a 'legit target' or does that violate international law to assassinate rulers as Bush did to Saddam H.
The "whoops-it was an accident or the other guys' B-2 did it" is rather embarassing don't you think?
