When the Blessed Mother appeared to Bernadette at Lourdes they said she was mad or making it up-and they (Bishop, parish leaders, etc.) sent the police after her. Police baricaded the place initially.
When the Blessed Mother appeared to the children in Fatima the 'authorities' had them rounded up by police and interrogated. They and their families were harassed by the authorities and enjoyed no favor initially from the Bishop who was terrified secular authorites would throw him in jail.
So why should we think the Bishop of Mostar any different?
The Blessed Mother was a young woman when she had Jesus. She relates to her peers- teenagers essentially (Bernadette was 14), why would she seek permission from a Bishop when her son was the quintessential rebel who challenged the religious political hierarchy of the day as corrupt and misguided?
The children at Medjugorje were similarly harassed by authorities, hauled in for pschiatric interrogations and testing and the like.
