Are alleged criminal 'Registries' unfair

Some kid will be forever stigmatized by the label of "hater" formally on a government register. Two offenses may get one locked up in juvie.
This sort of stigma could have profound implications on ability to get into a school of choice or career of choice.
Words clearly harassing like "fag" 'faggot' 'fudge packer' 'buggar' and the like, might no longer be considered funny or appropriate under any public circumstance. I just ask the question, not prepared to write the brief yet.
Does this infringe on what we consider First Amendment territory or could we see this here?
Is there sufficiently compelling government interest in curbing this sort of hate speech that overrides the First Amendment.
Does labeling Pastors who denounce loudly the forceful recognition of gay marriages in other states where it is not legal as haters create a potential infringement of First Amendment violations in this country? Pastors have already been locked up in Britain for allegedly anti-gay rhetoric in sermons.
They don't actually have a First Amendment in England- they don't have a Constitution. The First Amendment is the First Amendment to the US Constitution- thanks be to God.

I can say that "Thanks be to God" because we have a First Amendment to the US Constitution.
